White film on penis glans with bumps on

I am 15 and never had sex before. There is this white film on the my penis glans. I was able to remove some of it by rubbing it. But the part i was unable to get out left a white discoloration. I have used soap to try to remove it but it did not work. The white film causes my penis glans to be dry and stick to the foreskin a bit. The white film did not return until about a week later. Again i was able to remove it by rubbing it. When the white film returned i noticed that there are these tiny bumps on the end of he penis glans.
