It could be that you are stopping to soon since you are already well into puberty you should most likely be able to ejaculate. It may happen one night as a wet dream or it could just be your stopping before it is ready to happen.
If you have testicles your most likely not sterile.
It may just be that you have not done it long enough it can also be mistaken for needing to pee when your close to ejaculating.
