Hey there yes at that age it is normal to have a 1.5. Soft and 3in hard penis. A micropenis is less than 1 or 2 in erect and shouldn't be diagnosed until puberty is complete or almost complete.... have you started puberty at all?

You will note by now "TheGrinningMan" that there are very few if any correspondents to this post about the size of a 13 to 16-year-old boys penis believe you about the size of yours when you state that it is 9.5" in length, perhaps you are stretching it out a bit or including your testicles as well!!?? a penis can extend into your balls (testicles), that does make it as much as 2" more than it true length, i.e the length that it would go into a woman's vagina.
