I am not sure when armpit hair first appeared under my arms, I do remember pubic hair started at 13, so probably arm hair at the same time, however, don't worry too much about that, it can vary from boy to boy, say 13 for pubes and 14 for underarm hair, 4.5 erect is slightly below average, but like the hair it will get larger by the time you are 15 or 16.
