my girlfriend and i were fooling around in bed. all she had on was her underwear and all i had on was a condom. my girlfriend is still a virgin and still has not broken her hymen. we try not to break it by me not sticking in my penis all the way, and using her underwear as a push limit. i did not ejaculate but the condom broke and i puled out. could she be pregnant even though she is still a virgin?

The hymen doesn't change anything: the hymen has a huge hole in it!!! (how else do you think her period escapes her uterus every month?!) - its presence does not protect her from pregnancy.
if your sexual fluids (such as pre-ejaculate or semen) come into contact with her sexual fluids there is a chance, albeit a very low one. Usually its difficult to get pregnant without penetration - but it does happen!
