Hi , probably to hard to talk about this with your mum and dad, embarrassing for you. I am a mum with 3 boys, and one has a similar problem. I think you should go to the doctors and explain the situation, he could probably give you some cortosone creame, which you could apply underneath the foreskin, and when erect you could work away at pulling it back, you problem, is not as bad as some others!! Some men cant even pull the forsekin back when the penis is flacid, so yours is possibly easily fixed.

This is normal you need to stretch it out. it's the kind of conversation that mum and dad rarely have with their child and neither did mine. When your in the shower and it is wet pull it back and and keep doing it. I'm 30 and have had issues like this previously even to the point of it getting small cuts and tears. You need to do this or it will not get any better. Do not stretch it dry it will probably get small tears and they sting like hell when you piss !!! at least be in the shower when it is wet or use vaseline or something if not in the shower.
