So, I've always had pretty tight foreskin - however I can retract it just below the glans when erect IF I do it really slowly, and when flaccid it's easy.

I also think I might have a too short frenulum, but the head isn't getting pulled down like most describe with theirs - though the pain feels like it is the frenulum if I try to pull the foreskin down too fast. I would consider surgery and the likes, but there's two reasons:

First, I don't feel like this is a huge problem and Second; the unprotected head of my penis is REALLY sensitive. I mean if I touch it with a wet finger it makes me pretty much grit my teeth. The thought of having it rub against my clothes without a foreskin is just terrible.  Not sure if that's the result of me not having exposed the head from beneath the foreskin that much and just requires some getting used to, only thing I can touch it with is water.

I just turned 21-years-old,  with a 5-6" penis. So, is there a problem here I should take care of that is risking my health?

You're in a much better position than a lot of people with tight foreskins, in that you can fully retract.  I would keep retracting whilst erect on a regular basis and see if there is any improvement.

If there is no improvement and you believe the frenulum is the problem, then there is a small outpatient operation called a frenuloplasty that will lengthen a short frenulum.  It is usually done under a local anaesthetic and you get to keep your foreskin.  

It is very, very unlikely that you would need a circumcision to resolve this.

Regarding the sensitive glans, a good way to desensitise the glans is by handling it in the bath. The warm water confuses the nerve endings and makes that sensation less acute. If you grip your glans under the water by your thumb and forefinger until the feeling subsides, then move to another area and keep going until you run out of enthusiasm.

Sorry, forgot to mention.  If you can retract sufficiently to clean it, then there is no risk to your health.
