foreskin will not role back

I am 16 years old and I have a tight foreskin. My parents always pull it back and they've always told me to pull it back when I pee. My mom still bathes me and she pulls back my foreskin when I'm soft, and when I' hard she pulls it back a little bit because it hurts

If she's still bathing you, why hasn't she stretched it for you so it rolls back comfortably? I would think she would have done that long before you turned 16.
