im going 15 and i have not started puberty .although all my friend say i have break voice but i dun have pubic hair..im only 5.1feet and my penis is small and erect onli 3.1 inch D:

Not everyone develops the same way or at the same time. Your voice may break first, then you get pubic hair or it could be the other way around. If your voice is breaking then you are in puberty and soon will notice all the other changes happening.
