It does sound as though you may have suffered a miscarriage. But what medicines were you given?

7 weeks is still considered early to find a heartbeat. What type of ultrasound did she use? A transvaginal ultrasound would be more likely to determine an early pregnancy.
Also, did your doctor do a blood test for hcg? A "quantitative" test will provide the exact levels, not just pregnant or not. A follow up a few days to a week later will show a change. If it drops you've had a miscarriage, if it rises, you have not.
You can have spotting/bleeding early in pregnancy, it is common.

Thanks Dan. Your additional input is useful, particularly regarding hcg levels.
While 7 weeks is early, heartbeat can usually found from 6 weeks. My concern is the doctor failed to find a heartbeat, with the implication that finding no heartbeat was contra-expectation. She also didn't say what the medication was. The 'precautions' I assume were contraceptive, to try and prevent another implantation attempt so soon.
Nevertheless your input was welcome
