16-18 you should be done... atleast that's how it was for me. I've been the same size since I was about 16 or so and I'm 21 now. Don't get too down on yourself though if your not happy.
Number 1 if you havn't had sex yet then how do you know you're not good enough

Penis growth is questions that many young people ask today. The thing is that everybody is different and everybody’s body develops little differently then others. Now your body develops till your 20s, and sometime you can grow in your early 20s. How old are you now?
And I forgot to tell you that your penis starts to grow even when you are in your mother belly as the rest of your body develops. It just stops to develop when your body stops growing. It is a part of it and it acts as your whole body. In my opinion you should not worry about this too much if you are still very young.
