i am 30 years old, i juz weigh 60 kg
i was 70 kg and i reduced my weight to 60
i am thin but my belly is not flat and my hips are also not
even, they are juz bulging outand my belly also juz bulging downwards
this was the same for me before and after my delivery
i dont want to go for any surgery, but i juz want to know the best way to
reduce my bulging belly,and i am expecting a very very gud result

The only way to get your stomach flat and not to undergo the surgery is exercising. So join either the gym or get involved in some other physical activity. My wife also had problem with lose skin after the delivery. She has lost all weight that she has gained during the pregnancy but lose skin stayed and she was unhappy because of it.
She has started with the gym three times a week. She has explained to her personal trainer what she wants so he made a program of exersises for her. After few months her hard worked paid off. But you must know that this is not easy way and that you need to arm yourself with patience. Results are gonna come but not that easy and not that fast.
So go to the gym, talk with the trainer and start tightining up that lose skin around your belly.
