Sweety you are in your growing years. Some girls are late bloomers - I mean if you have other signs of puberty like pubic hair growth, female voice, periods and the like, breast growth have a hereditary tendency - I mean if your mother, sister or aunts have large breasts, you will have them too - its just a matter of time.

If you do not have other puberty signs, may I suggest that you visit a healthcareprovider who may do neccessary tests and prescribe medication - as in correcting hormonal imbalance or just a booster dose. Good luck
