Being able to ejaculate is more mental than anything. There might be some issues that you have to work out mentally to over come this. And another thought...you might be so used to cum a certain way ( intercourse, or masturbation) that you need to learn to release during oral sex. It was that way with me when I first started to be sexually active as an adult.
