This is complicated. My ex was like this as well, he just didn't like giving oral and did it only occasionally. I think a lot of guys just don't realize that it's important for women to climax as well to feel good in bed, and that good sex is a matter of sharing together rather than everything being so focused on the guy. The best I can suggest is to just tell him you love it when he gives you oral and to ask for it explicitly.
