I am 17 and i have never been able to fully retract my foreskin, i never really tried. There was never any pain and although i was worried about it when i was 14 i got used to it and gave up worrying. I just attempted retracting it today and i noticed that it is attached by 1 thin red strip of flesh/skin and that is it. I was wondering if this could be cut but i thought it may be dangerous to try and more problems could occur. Just wondering if i should leave it alone or if doing something about it myself could help.

Look up "frenulum" and see if that's what you're referring too.
You shouldn't cut anything as it can leave a visible scar. It will also bleed like crazy.

It sounds like this is the frendulum also if u don't pull back your foreskin regulay you will be more prone to a infection as smegma will build up, I recomend you see a dr because in some cases the foreskin may stick
