I'm a 16 1/2 yr old male who is having some personal problems, one of them being I haven't hit puberty yet. It almost seems obvious because I'm like 5'4, most say I have a baby face, and I'm only 4in erect. I have some pubic hair and do feel a sensation and do ejaculate when I masterbate but nothing else has changed, those are all I've seen of puberty signs but literally nothing else. Some of my family members say I'm a late bloomer like they were but I'm so confused on why I'm still like this and it seeming like I barely hit it or something, I'm really desperate for answers guys, please help and thank you.

You are in puberty - without question. You have pubic hair and can ejaculate.
We all develop at different rates/times. Some guys just develop earlier than others - it does not mean anything is wrong with you.
Your penis can easily grow into your early 20's. Average for an adult is 5.1" so you're getting close. You'll likely have a growth spurt shortly and things will change fast.
