Its a small bump gets bigger when I am erect. (Probably from the increased blood flow.) Should I see a doctor?

Probably not. It sounds like you're seeing a vein that is trapping blood when you become erect. All veins have valves to keep them from back flowing.
If the penis is getting hard and constricting the blood flow, there is no problem with the blood backing up enough to make a little lump. As long as it goes away when you lay down, or when you go limp again, I should think you're in no trouble.
The swelling of veins in the scrotum, typically in the left, does not vary with an erection. It could be seen if you are standing, and when you lay down, the blood tends to return to the body, whether or not you are erect.
A varicocele is the term associated with this last condition, and you can read elsewhere on this board about that if the symptom fits.
