With a slight mustache do you also have some pubic hair?
If you do then you have started puberty.
It could just be that you have not reached the point where you are able to ejaculate.
Everyone grows and develops at different rates and times and if you do have some pubic hair your not much of a late bloomer.
Your developing normally and just as you should be but maybe just got off to a bit of a late start compared to some of your friends.
