if you haven't already figured it out, there's the answer you were looking for. It is normal not to ejaculate initially because you are in the early stage of puberty. You will start to release small, clear loads of ejaculate that are mostly devoid of sperm as you continue through puberty and within a year or so they should be viscous (thick) and white, with sperm. If you are/were considering having penetrative sex, this is not a reason not to use a condom. You should always be safe and assume you are producing sperm until you are much older and know for certain that you are not able to impregnate a woman. It will happen within a year or so though.
