When the semen comes out does it happen just as you finish masturbating?
Some guys have it just ooze out as they finish and some have it shoot out.
If it is just a small amount that comes during masturbating it is pre cum.
It really doesn't sound like there is anything to worry about if it oozes out as you finish and there is a decent amount your ejaculating and it just doesn't shoot out.
If it is just pre cum there is still nothing to worry about that just means your not far enough into puberty to ejaculate.
Either way your fine and if your not ejaculating yet all you need is more time to grow and develop.
