Whenever you have sexual intercourse there is a risk of pregnancy, but I think the risk is very low from what I understand happened according to your brief description.
According to some UK research, for some men pre-cum always contains spern. However, it is not true that there is always pre-cum in the urethra. Urinating will clear out any pre-cum. However, there will obviously be pre-cum in the urethra prior to it oozing out, but when this happens in the arousal process depends on the occasion and the man.

A second or two would be enough to transfer any sperm (if there were any), but it may not have gone right in her vagina, particularly if her hymen were intact. She was obviously very aroused and wet if it "accidentally like slipped in". Often there is difficulty gaining full penetration first time.
But the critical thing is timing. If it were not at a fertile time, she could not get pregnant anyway. So:
- What date did her last period start?
- What is the length of her cycle (typically 28 days)?
- What date is her next period due to start?

If her period is due to start in 3 days, then it would not have happened at a fertile time.
I guess it didn't go in all the way; you would have felt it. The head probably just sat in the opening; in which case you are probably still technically virgins.
As far as her hymen is concerned, it can rupture without bleeding if it were thin. But it could be that it has already been ruptured through sports, or penetrative masturbation. But I guess it is still intact. The state of her hymen can easily be checked by inspection. Is that important to you?

2. If her period is indeed due in 3 days, her released egg cannot be fertilised, so she cannot get pregnant.
3. There is the very slim chance that ovulation could have been delayed by a fortnight, thus taking place the day in question. That would mean her expected period date being delayed by a fortnight, so making pregnancy a possibility. That was why I was asking my questions.
4. Taking all in all, I don't think she will get pregnant.

That is up to you whether you take Plan B. You haven't answered all my questions, especially about her cycle. If she is very regular and her period always comes on time within a day or so, then there is very little chance that it would have been a fertile time. From what you have said of your activity, I believe the chance of sperm entering her vagina is also very small.
EC is considered safe, and the earlier it is taken, the more effective it is likely to be. It must be taken within 72 hours.
It is a hormone pill, and should not make her infertile. However, it could affect her next cycle or two such that her next period could arrive earlier or later than expected.
On a separate note, it is good to review exactly what happened - chain of events and sensations - and try to understand how you got into this situation and agree how you will ensure it doesn't happen again. If her last period started 21 April and her next is due 21 May, that indicates a cycle of 30 days. That would suggest that if she were regular, her previous period would have started 22 March, and prior to that, 20 February.

If her period is really due in two days (rather than assumed), then she is not pregnant. the EC is unnecessary. So if she did take the pill, it (being hormonal) will bring on her period, and future periods may be earlier than expected or later than expected.
If she did take the pill and there were a fertilised egg (because she ovulated a fortnight late) then she is unlikely to get pregnant (because she took the EC), and her periods will be likely to not settle down for a couple of months. However, under this scenario, her period is already "screwed"!
