Yes, this is normal. Precum is secreted in order to lubricate the foreskin during sex and to clear urethra before ejaculations, so we produce precum slightly before these two activities!Enjoy!

I'm female so I can't tell you from personal experience if males can feel the production of precum. However, I'm pretty sure it's not really much of a feeling. It's just a clear lubrication your body produces when you get aroused, to make it easier to have sex. The reason I'd think you can't really feel it is because females produce the same kind of fluids. Females also begin to secrete clear fluids inside the vagina, as a lubricant, when they become aroused. Other than feeling "turned on" there isn't any real sensation that accompanies "getting wet".
I think what you mean by "blowing" is to ejaculate. Precum is just a lubricant. Ejaculation is when semen and sperm are released at male climax.
