I just noticed it today like minutes ago i don't know what it is my balls were itchy so I scratched and noticed that it felt kind of flaky and looked and it's on both sides and kinda red not sore or anything just itchy and flaky I don't notice anyone giving a vary direct answer

it sounds to me like you picked up yeast infection, or thrush. It's far more common in women (or it's just that they talk about it more), but this yeast infection is usually caused by candida - something normally present on both male and female skin in the genital area. Candida only starts causing problems when your immune system is weakened for any reason and it can be transferred even without the full intercourse.
Luckily, this is something easily treatable with over the counter topical cream which I'd advise you go and talk to your pharmacist about - most of these treatments take only 3 days, so sooner you start the better,
