I am 15 years old and about 2 weeks ago i had sex for the first time with my girlfriend, and everything went fine. Then about a week later we did it again and everything seemed to go fine until the next day when i woke up and realized i had an itchy rash on my penis. I aplied neosporin to it however after a couple days i realized the skin on my testicles began to crack and burn extremely bad. Now it is peeling away. I used condums both time i had intercourse. Could this be an std or a fungul infection? How can i treat this?

It would more likely be a fungal infection but it could also be an allergy to the condoms or if they are lubricated condoms, the lube itself.
It isn't the first time you are exposed to something that causes an allergic reaction so that may explain why you didn't have any symptoms after your first time.
I tend to think it is a fungal infection from your description however. Monistat or some other "jock itch" treatment may help. You REALLY should see your doctor.
