Hello, my first and most important point in this question is that I am fourteen, a male, and have not had any intercourse, sex, anything that gives me the risk of contracting an STD. I masturbate maybe twice a week, and today while I had an erection I noticed little bumps around the base of my penis and some on the foreskin. Is it possible I have an STD?

You just stated in your post that you have done nothing to contract an STD. So no, you don't have an STD. The bumps may be an allergic reaction to the lotion you are using etc. It could be many things. So, I would say if they continue or get worse I would go see a doctor.
