swelling under the head of my penis

For like 2-3 days the skin around the head of my penis is really swallen and red ,hurts alot if i try to retreat it so i can see the head and i have pff white stuff stuck under the skin What shhould i do is this some kind of inflammination , and what should i take for it ? pls help
