Usually people with severe edema in their lower extremities with skin that is so tight from the swelling, that the skin opens up and seeps serous fluid or blood.  Is this what you are having right now?  It can also be cellulitis as this causes skin to be inflammed and bleed as well.  I cannot tell you which it is but if it is on the back of your thigh, more than likely it is cellulitis.  You will need to go to the doctor for this since you are diabetic.  You may need medication to help clear this up.  If you are experiencing swollen calves, you should try elevating them every chance you get.  Also support hose for swollen extremities can help you with this, too.
