Where exactly on your penis is this cyst? On the shaft, the glans, under the foreskin (if you have one), etc?
It may be a sebaceous cyst - a clogged oil gland. They often drain on their own but sometimes may need intervention.

A warm compress, just a warm wash cloth or similar may help.
