Would there be a birth defect, disorder, and/or disease that would cause a one year old's brain to grow faster than it's skull? This is what my brother was just told is happening to his son by a doctor.

Maybe you should seek another opinion. My sister had some difficulties with her child because she was listening only one doctor. Afterwards she has realized that her doctor wasn’t doing all he can and when she switched doctor everything was going better for her family. So if you are not sure that your doctor is right and if you have any suspicion at all just seek second opinion.
It has been a while since you have wrote this post so maybe now you have resolved your problem and maybe you can share with us what was the problem. What was the diagnosis and how it was treated?
