Urethral fistula (which is a hole in the bottom of the penis that opens into the urethra) is a complication of infant circumcision. This is possibly the cause the second hole.

This one more of hundreds of reasons to avoid infant circumcision.

I have 2 holes too, 1 in the normal and theother one is a bit below the normal but still connected to the normal. I make 2 pee streams and semen comes out of both hole. I am circumcised. Before I was circumcised I had phimosis which allows my foreskin to balloon before I pee.

Nope. I have two holes in my penis but I noticed the upper hole is not functioning. I mean, any form of fluid does not comes out it. However, The lower one is fully functional. My sperms and urine comes from it.

You could ask your parents or the people your staying with just to make you a doctors appointment for a checkup.
You could also text your parents and ask if it is something you should get checked or if it was corrected when you were younger texting might make it easier for you..
If you have a family doctor and depending on how old you are you could call your doctor and ask about getting an appointment.

I am a female and I have 2 holes in my urethra region. It is hard to tell what comes out of what. I seem to have a separate hole for ejaculating, 2 holes for peeing, and 1 vaginal opening. One of the 2 holes in my urethra seem to be connected to my vagina but I may be wrong.

a 14 (now 15) year old Teenager has to sit to piss. Depending on how your penis holes are shaped, I suggest practicing in a shower with your fingers to "plug" the holes. It might be possible for you to piss standing up, but you're going to have to figure out how on your own. No one but you can teach you.
