Lactose intolerance means that body cannot digest foods with lactose in them. Lactose is the sugar found in milk and foods made with milk. After eating foods with lactose in them body reacts by feel sick, having gasses, diarrhea and swelling.
But it's unlikely that your toddler is showing signs of lactose intolerance at his age but just to be sure you need to talk with his doctor. He will ask about your toddler's symptoms to help determine is this lactose intolerance. He will probably use the fact that you have eliminated lactose from your child diet and this will help in determining the right diagnosis.
Lactose intolerance is not serious. Eating less food with lactose or avoiding foods with lactose usually helps. You may need to give calcium supplement to your child if he doesn’t get enough of it from diet but this is something that the doctor will tell you as well.
