Well, I had a little skin tag grow on the tip of mine years ago. I looked at it like this. If I go to a doctor he will either clip it off when I'm not looking, without anesthesia o.O or stick a needle o.O in me and then clip it off. I figured a needle stuck into my penis would hurt at least as much as a quick snip. Either way, it's going to hurt about the same, so why not do it myself with fingernail clippers and save the money?
