It's pretty common for this to happen.
Are you able to retract your foreskin? Most 13 year olds can't yet.
Your foreskin is swollen from it trying to or moving over your glans. It's normal. You irritated the skin.
Leave it alone and it should return to normal.
Eventually you'll outgrow this.
