I never saw the back of my neck till today, there is bumps on the back of the neck, I been reading about it all day, everybody say they have itchy bumps, those are not itchy at all.

It's hard to tell from the pictures but it looks like either a rash or regular pimples.
I'm leaning towards it being a rash.
Try taking a Benadryl or other antihistamine pill. Then try putting cortisone anti-inflammatory cream or calamine lotion.
