Ok, read a few things here which are innacurate, so let me clarify.
The quantity of semen that ends up inside the woman is THE critical factor.
Getting semen all over the outside of the vagina is very, very, very unlikely to cause pregnancy. Sperm are extremely vulnerable to the acidity in the vagina, and even if a little semen goes inside, it's almost a certainty that no sperm will live to swim the length of the vagina to the cervix. Even if a little did it's almost impossible for there to be sufficient to fertilise you. (Ignore those who say it only needs one sperm - I could give you the scientific detail to prove it, but probably more reassuring is to just consider the fact that a man with a low sperm count finds it virtually impossible to get his partner pregnant - even though he may still be ejaculating hundreds of thousands of sperm! Experts estimate that 2-5 million are needed at least!)
So, that said, can a virgin get pregnant? Absolutely YES!
The real risk is when a man ejaculates whlist holding his penis firmly against the womans vaginal entrance. The woman's hymen will resist penetration, but a normal hymen will have a hole in the middle. If the hole in the man's penis is aligned with this hole (and that is the most likely position as a man pushes and nestles naturally in the vaginal entrance) then most or all of the semen will shoot up the vagina. The volume of semen is only about 3-5ml, but as the vagina is contracted (because the penis is not inside it) with each squirt from the man the semen gets pushed further up the vagina. In this way much will make it all the way up to the cervix and some will enter under the pressure. This action may be less less effective at causing pregnancy than full penetration where the semen gets a 6 inch head start as it were, but the risk is not negligable.
So how do you know if you are at risk? If your man climaxes against you yet afterwards there is no semen all over you, then it's probably mostly inside you and thats a real risk. Also, you may experience the semen leaking out of you immediately or within a few minutes or hours later. These would be warning signals that you could be a virgin yet still get pregnant.
So the bottom line to assess your risk is to try to work out how much semen went inside you...
1. Man's penis is not against you, but he climaxes all over your vaginal entrance. You are externally soaking wet.
Risk: So low that it's not worth worrying about.
2. Man's penis has been against you as he climaxes but not in contact with your vagina,
Risk: Still very, very low. Relax.
3. Man has been right against your vagina and pushing but doesn't climax there, or pulls away as he starts to climax.
Risk: Some risk. Men tend to lie and will claim he didn't put any semen in you. Don't believe it. If you are wet all over the outside that's a good sign. If he looks satisfied and you are dry, that's a bad sign. If you leak semen that's a very bad sign.
4. Man climaxes and stay against your vagina.
Risk: Yes, you could get pregnant. Lower risk than penetrative sex but not negligable. If you agree with taking the 'morning after' pill, go get it.

By virgin we mean never penetrated so her hymen is intact. The hymen usually has a hole near its centre where the menstrual flow comes out. If you ejaculate on or near her vagina its possible for sperm to get inside and cause pregnancy. Its not likely but it is possible. Now that we have contraception “virgin” births are rare, in the past when none penetrative sex was used as a form of contraception they were more common, and because the causes of pregnancy were not fully understood in the past seen as something miraculous, like the well know story in the Bible that we are all familiar with.
