Always better to see a doc of you have any concerns. I had the same problem and was advised to speak to a doctor as the small 'cuts' can leave scar tissue which may leave the foreskin tight and cause further problems.

I get this all the time because of how vigorously I masturbate (yes I'm going to slow it down a little from now on) and there's no need to visit a doctor, it will heal in 3-7 days perfectly well like a normal cut. Just make sure you don't knock off the scabs and don't interact in masturbation or intercourse during the healing process.

IF you have small cutts associated with abnormal dryness I would suspect that you're suffering from a yeast infections that is causing the dryness which makes your foreskin susceptible to splitting or cracking. You can use an over the counter fungal cream like monostat, or you can try a little trick I've been using to clear up yeast issues for over a decade: urine. When I'm having a yeast problem I #1 wash under my foresin well, and dry it after the shower, and #2 when I urinate I pinch off the tip of my foreskin and allow it to fill and blow up like a balloon full of urine, before releasing the urine into the toilet / ground w/e, sometimes I'll even repeat the process a couple times over the course of a pee to flush it just for good measure. Then I just leave the pee to set in there, and usually it will clear a yeast infection in a day or two, as opposed to the week long ordeal required with the creams. Something about the urine changes the PH balance of the area making it inhospitable to yeast, and it dies off, is the working theory... I dunno, but it works like a charm.
