I Am 18 and Have had Sex before, but without a condom when i was drunk.
When i try to put on a condom because of the situation it hurts, which will affect me later on.
From what i can see The foreskin is attached to the head of the penis on the back side.
I was wondering if anyone knows what this problem is called and is there any soloutions.

Look up frenulum, it's normal.
If it is "tight" when you are erect then it can be lengthened a bit by a minor surgery. When putting on the condom are you pulling your foreskin tight beforehand and the frenulum is being pulled too?
In either case, see a urologist for an evaluation.

I have just looked at your picture. Your frenulum is limiting the foreskin retraction and you are getting a bulge just behind the head. You have frenulum breve. This can be fixed with a minor operation.
