So I am 16 and soon to have sex with my GF.
I cannot full the penis back fully, only half way through as there is 1 meat attached below the penis to a hole in my penis and I want to get rid of this WITHOUT having to see a doctor, and no risk.
I want to be able to pull it fully back, some people say put saliva on it where it is connected, and slowly pull without making it hurt, every day. But then when it cuts out, it will be hanging wouldn't it? What is the best solution without any risk, and without having to see any doctor, Please. I want to be able to pull my penis all way back wihtout any issue.

GB a frenulum is normal. All guys are born with it. You don't have to have it cut just because you are not circumcised.
As you get older it should stretch some more.
See your doctor - Why? If you cut it yourself it is:
1. Going to hurt like blood h*ll!
2. Going to bleed like a stuck pig
3. May scar (won't look very good seeing that raggedy edge when your GF is looking at it.)
4. Can get infected - not a good site seeing pus dripping out of an greenish/yellow looking wound.

If you really feel like you have to cut it off. All you have to do is numb your penis, sterilize it with hot water and alcohol, and, using a straight edged knife, cut through the middle of the frenulum. Of course I'm not accounting for amateur-istic error. I really recommend you see a doctor anyway. But if you're going to do it yourself, there you go.

You think your answer is better? He could end up with nerve damage from the cut or an infection. He may also end up with gangrene and have to lose his penis, worst case.
