Exercise regularly. Takes a long time!
When working out focus on the smaller muscles. If its hard to focus then flex them and exercise The more stronger your abs are the more control you will have over your abs and less fat you will be!( that will take time).

Your not gonna loose belly fat by complaining about it!
Eat no more than 3 good meals without any of your snacking habits throughout the day.
Lets see how long it takes you to do 1000 situps 4-5 times a week. When you can do that you won't be complaining!
