I know exactly what you are going through. i cant say i know what you mean when you say tingling or bleeding, but that may be a matter of personal interpretation to how you feel. my foreskin was attached until i was about 15 or so and then it suddenly just started to come loose, but was still so tight that it would cut off circulation if i tried to pull it back during an erection  I understand how embarrassing it is but i urge you to tell your parents you want to talk to your doctor alone about a private issue.  but be warned that your doctor will most likely inform your parents of your problem one you are done talking to them (in my case he told my mom right in front of me, so embarrassing !! but now i just look back and laugh about it)My doctor assured me that the bumps were just inflamed or clogged glands and nothing to be worried about, and initially told me to just try to stretch my foreskin every day and see if that loosened it up enough until id informed him ive been doing this for a year and am now sexually active and it is causing me pain. he then informed me that the best option would be circumcision and under normal circumstances this would be an out of pocket surgery but due to my conditions the insurance would cover it. at this point i was both excited and terrified. excited because of the shame that society has put on uncircumcised males (dont worry you are not alone, there are more out there than like to admit it and overall it is not as big of an issue as people make it out to be especially if the girl loves you, there are in fact sexual benefits to being uncircumcised) and terrified for the obvious reasons.

if this is the road your doctor recommends to you rest assured that they can put you to sleep for the surgery. try to plan it around the summer or sometime where youll have at least a month where you dont have to go to school because you will be bed ridden for a couple weeks and walking will be difficult and sometimes painful for a couple weeks after that. also understand that its not all that common for adults to get circumcised so the doctors may tell you the recovery time is 4 weeks, i wasn't 100% for at least 2 months. early mornings are especially painful seeing as how you havnt had the chance to medicate, i leaned during this time that the average man gets about 5 erections a night. erections are not fun during the recovery. and it made things  frustrating and painful at a time when me and my very understanding girlfriend (now wife) were just beginning to discover ourselves sexually. this is why i urge you to see a doctor now. putting it off only makes things more difficult and complicated. it was probably the most difficult 2 months of my life but i dont regret any of it other than i didnt do it sooner

heres another possible outcome. although both of my sons had been circumcised at birth, a small amount of skin around the head attached to the penis (i suppose just from being chubby babies) and their pediatrician assures me that the skin will detach during puberty as mine did, otherwise there is a creme that can assist with this.

my situation was very similar to yours so i understand the embarrassment you may feel, but dont put it off so long that it makes you insecure about yourself. doctors are there for help and they have seen far worse things. these things are difficult to bring up but as an example heres how it went for me. "so doctor ive been having a problem with (blah blah blah blah) Doctor: ok lets see it." just like that, no hesitation, or weird faces, i showed him my problem, he examined it, and gave me a diagnosis. that is what they do.

good luck, and please let me know how it turns out.
