Ever since puberty, i have noticed this problem. About a half inch wide strip of skin from the shaft of my penis is connected to the head of my penis around towards the top. I am 20 years old and i am circumcised. It does not cause me any problem or anything. I just want to know what my condition is called and maybe get it fixed. Any ideas?

I believe that would be called an adhesion. It's caused by lack of proper care during the healing process. The area that has been cut and is healing needs to be kept away from the head or it may attach itself to the head.

i was doing a little research on it and basically what i found (if you are circumcised ) was when you were circumcised a small piece (or large) was healed back to the tip of your penis. It could effect you it might not depending on how much attached on. If it was a small piece it might tear off like someone said in the comments above. personally i have noticed a tear in mine and for me it doesnt effect my penis size when erect, or hurt when erect. So like all things like this you should probably see a doctor at your next check up. however i don't think it makes a difference physically or in size, or even size development. i am not a doctor so you should ask yours

omg everyone calm the f**k down.. its called the frenulum. Magical right? its supposed to be there. dont tamper with it unless it broke by itself and that is kinda bad. just see a doctor if that happened. Case closed!
