If there's no pain, you can achieve an erection, and there's no physical impediment to intercourse (ultimately, the function of an erect penis) then I'd say you're normal, regardless of what it looks like.

And if you are young and have not had intercourse, then the simple answer is, if you can masturbate, I'd say you're safe and no problem.

No one ever accused the male organ as being a thing of beauty, especially when flaccid, so by all means go along to a doctor or clinic and ask, but until partners, guys in changing rooms, whatever start asking about it or teasing you, I'd say there's no issue.

Listen man, I got that saaaame thing.  I just recently got circumcised, and noticed my erection was a little restricted than usual, also I felt it and it's like a batwing under there.  Talk to your doctor about surgically altering it because, YES it will cause problems if you have a mate, it'll cut and rip the base of it.  I'm going to have to go BACK to the urologist and get more surgery...great.

Sounds like he took A LOT off....A common complaint about circ is that it pulls the sack up the shaft, and does the same thing with pubic hair. it gets pulled up giving you the appearance of having a hairy shaft.
Circumcision is unneccasary in almost all cases... its nothing but a cash grab for America's for profit health care system...I hope you learned something and wont pass this on to your children.

Half a million years of evolution doesnt make mistakes. Look in nature, and try and identify useless or not needed parts/adaptations.....they dont exist. Everything is necessary...even with us humans.

Circumcision is a very bad operation that does a great deal of damage to a healthy organ.

In your case, it sounds as though the surgeon took too much skin. If it bothers you enough, you should consult a urologist to see if some surgery such as a skin graft could be done to improve the situation

It is called peno-scrotal webbing. It requires a small surgical operation to fix it.
