Hey I'm 15 and right under the head of my penis there is skin attached to the penis. It's all red and I've tried to pull it away and it wont budge. I don't know what to do does anyone know. another thing a wanna ask about is when I ejaculate I go like faint my eyes flitter at every up and down movement I do juring the ejaculation. Hey josh are you circumcised? The skin you describe I believe is your penile frenulum and is compleatly normal.... I can tell forsure because there is no picture but it sounds like what you are describing. The light headedness is not too concerning either. It is also ok that you don't shoot depending on the strength of your pelvic muscles the cconsistancy and ammount of your semen as well as the length of your penis (to an extent) have to do with the ability to shoot and how far

Look up "frenulum" and tell us if that's what it is. If so, it's NORMAL.
Some people have different reactions to orgasm. It's possible your eyes flutter, it doesn't mean anything is wrong.
You say in your post that you ejaculate, not all guys shoot. Many just kind of "ooze" out.
