There's just a couple of things I need to know to be able to fully help and understand your situation, when you're masturbating and you get that you're going to climax or about to cum feeling, do you stop masturbating or do you masturbate 'through' that feeling. Do you have any pubic hair around you genital area or in your armpits?
When masturbating and if you stop before or as you start feeling that sense of 'climax' and you stop masturbating, you're not allowing ejaculation to happen. When masturbating, masturbate 'through' that feeling as to say and you will come. If you do not have any signs of pubic hair or deepening of voice then you probably haven't hit puberty yet, if you haven't hit puberty your body hasn't started to process the 'ejaculation and creation of semen' as to put it in very simple terms. Sometimes people bloom late into puberty and that is perfectly normal.
