How soon after you've masturbated do you try to do it again? Your body does need some time to make more semen. As you get older you'll probably be able to come a couple of times without running out but at each ejaculation there is still a lesser amount.
The small pearls are probably "pearly penis papules." They are fairly common and are usually found just under the crown of the penis. They are not a sign of anything wrong and don't require treatment. However, you should still check with your doctor at your next exam.
