You don't need balloons for anal masturbation. Simply stick the hose of the air pump into your anus and inflate your belly with air. Check youtube for "belly inflation". You will find a lot of boys and girls, who masturbate themselves with this method.

Be careful when you masturbate like this. Only use manuallly operated air pumps or a weak pump like an aquarium pump. Using electric air compressors or compressed air can be very dangerous.
