You are going through puberty as fast as your body wants to. You are doing fine.

Penis size don`t mean you are through puberty, there are some other signs.

It would be rare for a boy to have a penis 4 1/2 inches and not be in puberty.

What i mean by that i measure it when it was Erect, When it's not it's only a smal 1.5 inches

Still fine. I had figured that also. Erect I'm 6 but when I'm not about 3. It can be a good bit of difference.
