ingrown hair, wart, what is it?

Hello, in the past week I have noticed a small bump develop on the base of the shaft of my penis. It's just one single bump. It's a redish/flesh/white bump. It's slightly bigger than a normal sized pimple but not much. I've tried to pop it, that doesn't work. I figured it was in ingrown hair. I went searching for the hair with a needle and tweezers and after I had managed to dig around I couldn't find the hair. It causes no pain, and it's relatively small but I still want to know what it is. It looks more red and sensitive now that I've had at it with a needle. I had unprotected sex with a person who claims to be clean about two weeks prior. I had shaved there a few weeks prior as well. I'm concerned with the timing of when it happened. It doesn't seem like it will go away even though I mess with it trying to find a hair everyday. It doesn't get bigger but tends to hary in hardness. After I mess with it it hardens and when I leave it alone it reduces a little. Any information would help.
