This may be as simple as you getting turned on and are starting to lubricate.... but it might also be some sort of infection coupled with the arousal.

I'm going to back out of here and let a woman respond, because as a male, I don't have the same experience, and wouldn't want to steer you wrong.

Your body makes lubrication when you get turned on, this is your body's way of making it easier for the penis to slide in during sex, and therefore easier to get pregnant. The discharge caused by sexual excitement should be clear like saliva/spit. The weird feeling you are getting is sexual arousal, and you are pushing on yourself because you are masterbating. It is normal for you to try this.
Also, women have regular discharge anyway. we have a heavier discharge when we are ovulating (when the body releases an egg), which is about 2 weeks before your period. This discharge can be white and a little thick because it is the mucous that was in your fallopian tubes, that was holding the egg in. Also, we sometimes have a little discharge every day because it is your bodies way of washing the inside of your cervix and vagina. Even if you haven't had your period yet then you might have some of this daily discharge because you are going through puberty and being a woman.
If you haven't had sex then the discharge you are having is probably the normal kind that woman have. If you have had sex then you might have an STD, these can be cleared up with some antibiotics but it is important you see the doctor quickly, because they can cause health problems if left. If there is any smell, itching or pain then you need to see the doctor also.
